A Winnipeg resident whose pet cat Shadow underwent hind leg amputation following a surgical error expressed relief over a recent decision to have the veterinarian cease practice by 2026. Noelle McIvor, Shadow’s owner, shared her satisfaction with the outcome, stating she had feared having to euthanize the cat due to its diminished quality of life.
Dr. Wenchao Zheng, the veterinarian in question, faced disciplinary action by Manitoba’s veterinary regulatory body due to a history of professional misconduct. As part of the agreement, Zheng will retire by June 30, 2026, and is permanently restricted from performing orthopedic surgeries effective immediately. In addition, he must display notices at his clinic and on the website disclaiming his orthopedic surgery services.
The decision highlighted Zheng’s extensive disciplinary past with the Manitoba Veterinary Medical Association, dating back to 2002, indicating a repeated disregard for professional standards. Zheng, in response, claimed unfair treatment by the association, suggesting discriminatory actions based on race or ethnicity.
Barb Kryzanowski, the interim registrar of the veterinary association, refuted Zheng’s claims, emphasizing that disciplinary actions were a result of client complaints and the association’s obligation to investigate such matters. The panel’s decision marks the first instance of the association revoking a vet’s license, signifying the severity of the sanctions imposed.
McIvor, in her statement, urged for stricter accountability measures for veterinarians with a history of misconduct, emphasizing the need for higher standards within the profession. Meanwhile, a retired veterinarian who supervised Zheng’s practice commended his dedication to serving clients in an economically challenged area of Winnipeg.
The inquiry further detailed instances of complaints against Zheng’s veterinary work, including a case involving Shadow’s post-operative complications that led to the cat’s leg amputation. Despite Zheng’s admission of fault in causing Shadow’s suffering, concerns were raised regarding his competency and adherence to professional standards.
