A veteran police officer in Winnipeg is set to face prison time after confessing to a series of misconduct charges, including corruption and other illegal acts over an extended period. Constable Elston Bostock, who has served with the Winnipeg Police Service for over twenty years, acknowledged various offenses such as getting traffic tickets quashed in exchange for alcohol and gift cards, stealing marijuana from a crime scene, divulging confidential police data, and making inappropriate remarks about a deceased woman’s body.

The allegations against Bostock emerged as part of a comprehensive investigation, codenamed Project Fibre, which commenced in April 2024. He admitted guilt to charges such as breach of trust, obstruction of justice, theft under $5,000, and disrespecting human remains. The probe was initiated following reports from multiple confidential sources indicating Bostock’s association with non-police individuals engaged in unlawful activities. Some accusations surfaced early on, while others were uncovered later through the scrutiny of Bostock’s personal cellphone post his arrest.

Before Justice Kenneth Champagne, Bostock solemnly pleaded guilty to the charges as part of an arrangement that will lead to his legal team seeking a penitentiary sentence with the prosecution recommending a maximum of six years. Additionally, Bostock is anticipated to admit guilt to separate federal drug charges, for which the prosecutors might request an additional one-year sentence consecutively.

Winnipeg Police Service Chief Gene Bowers stated in a release that Bostock remains suspended without pay, emphasizing a zero-tolerance policy for such behavior within the organization. Bostock’s sentencing is scheduled for January, pending the completion of a psychological assessment requested by the defense. Initially charged alongside two other officers, Bostock has been in custody since additional charges were brought against him in August, along with the arrest of a fourth officer.

The agreed facts disclosed in court highlighted various wrongdoings by Bostock, such as favoring his acquaintances by voiding their traffic tickets in exchange for items like liquor, cigars, and gift cards. This practice spanned several years, with Bostock leveraging his position to avoid penalties for his associates in return for personal gains. Furthermore, Bostock was involved in incidents like making lewd remarks about a deceased woman’s photo and pilfering cannabis from a police operation.

Bostock’s admission also included sharing confidential police details with external parties and associating with suspected drug traffickers. The investigation further revealed a staged integrity test conducted on Bostock by undercover officers, which ultimately led to his arrest. The misconduct allegations against Bostock have prompted legal ramifications and raised concerns about potential miscarriages of justice in cases where he was involved. Additionally, his previously awarded Police Exemplary Service Award was revoked following these revelations.
