A report unveiled on Tuesday stresses the necessity of launching a Manitoba Red Dress Alert program by June 2026, with implementation overseen by an Indigenous-led independent body. The report, stemming from 43 public engagement sessions held in the past year, underscores the significance of Indigenous control and cultural practices guiding the organization to build trust among the served population.

The initiative aims to establish a Red Dress Alert law to institute clear protocols, ensure accountability, and facilitate cross-jurisdictional cooperation while preserving autonomy. The alert system would mobilize various entities like police, government agencies, and communities to respond swiftly when an Indigenous woman, girl, two-spirit, or gender diverse person goes missing. It would also utilize mobile notifications akin to the Amber Alert system for dissemination.

The urgency of implementing an effective notification system is emphasized in the report, with a call for governmental action by June 2026. Despite Premier Wab Kinew’s openness to enhancing safety measures, further steps are deferred to the MMIWG2S+ and gender-based violence committee of the cabinet.

Furthermore, the report advocates for a comprehensive Red Dress system beyond just an alert, emphasizing a holistic and culturally safe response offering continuous support to families, survivors, and communities. It highlights the need for outreach to relevant organizations and communities through diverse media channels, including Indigenous languages.

The engagement sessions revealed hesitance among respondents to engage with police due to a lack of trust and cultural competence, stressing the importance of issuing alerts promptly without arbitrary delays using multiple communication channels. Winnipeg Police Chief Gene Bowers acknowledged the vital role of a Red Dress Alert in enhancing safety for Indigenous women, girls, and 2SLGBTQQIA+ persons in Manitoba.

The establishment of a Red Dress Alert system in Manitoba aims to serve as a model for similar initiatives across Canada, addressing the specific needs and concerns of Indigenous communities.
