“Heatwave Sweeps Canada, Fuels Calls for Consistent Reporting Standards”

A series of heat waves have hit various parts of the country in mid-July. On Tuesday, regions in northern and southern Ontario, Quebec, and even the Northwest Territories were issued heat alerts. Downtown Toronto recorded a high temperature of 36°C, making it the hottest spot in Canada, according to early data from Environment and Climate Change Canada. Although temperatures are not expected to reach that extreme, the heat is forecasted to persist until Thursday.

Determining the number of heat-related deaths is challenging in Canada due to the absence of a national coroner’s organization and a uniform reporting system for such deaths nationwide. Each province and territory operates its own system, leading to inconsistencies in counting heat-related fatalities.

The issue arises when distinguishing between deaths caused by pre-existing health conditions, like heart disease, and those exacerbated by heat. Different coroners may categorize such cases differently based on their location, resulting in inconsistencies in data collection.

Climate scientist Andrew Dessler from the Texas Center for Extreme Weather at Texas A&M University explained the various methods used to count heat-related deaths, including death certificate numbers, excess deaths calculated by academics, and regression models correlating deaths with temperature increases. These differing approaches can create confusion for the public trying to understand the impact of extreme temperatures.

Some studies focus on excessive heat deaths by comparing the number of deaths during a specific period with the average deaths during the same timeframe. Heat waves are projected to become more frequent and prolonged across Canada due to climate change, exacerbated by continued fossil fuel consumption.

The federal government’s National Adaptation Strategy aims to eliminate deaths from extreme heat waves by 2040. However, accurate data collection is crucial for achieving this goal. Efforts are underway to align heat-related death investigation and reporting practices nationwide, supported by Health Canada’s Climate Change and Health Capacity Building Program.

After the 2021 heat wave in British Columbia, significant changes were implemented, including providing air conditioners to those in need, increasing funding for senior care facilities to protect against extreme heat, and implementing a standardized heat alert system. This demonstrates how improved reporting can drive proactive measures to mitigate heat-related fatalities.

The lack of consistent reporting standards is a global issue, as seen in Europe’s recent heat wave with varying estimates of excess heat-related deaths in different countries. Experts emphasize the importance of accurately documenting heat-related deaths and illnesses to understand the impact of climate change and assess the effectiveness of interventions.
