Anand Briefs Liberal MPs on Iran Conflict

Foreign Affairs Minister Anita Anand is scheduled to provide an update to Liberal MPs on Friday regarding the ongoing conflict in Iran and neighboring nations in the Middle East. This comes after concerns were raised, both publicly and privately, about Prime Minister Mark Carney’s initial remarks on the U.S.-Israeli strikes. The briefing, to be conducted virtually due to the adjournment of the House of Commons, aims to inform MPs about the situation in Iran and the consular services offered by Global Affairs Canada (GAC).

During the briefing, MPs will have the opportunity to inquire about Canada’s stance and the government’s communication strategy, especially in light of Carney’s various statements on the issue. The Liberal caucus meeting follows a previous briefing received by all parliamentarians from GAC on the Middle East.

Notably, at the onset of the conflict, a joint statement by Carney and Anand expressed Canada’s support for the U.S.’s actions to prevent Iran from acquiring nuclear weapons and to deter threats to global peace and security. However, the statement did not reference the obligation of all parties to adhere to international law. This omission was critiqued by Liberal MP Will Greaves, who emphasized the importance of not endorsing unilateral military actions that violate international law.

Subsequently, several MPs privately conveyed similar concerns to the cabinet, expressing dissatisfaction with the initial statement’s lack of emphasis on respecting international law. Criticism mounted, leading Carney to clarify Canada’s position, affirming that all belligerents are bound by international law. Despite continued criticism and calls for parliamentary debate from the Opposition Conservative Party, Carney hinted at the possibility of Canadian military involvement if needed to defend allies.

The evolving messaging from Carney has sparked varied responses, including Foreign Affairs Critic Michael Chong labeling the position on Iran as “utterly incoherent.” The New Democratic Party (NDP) is contemplating a request for an emergency debate on Iran when the House of Commons reconvenes. Greaves acknowledged the shift in Carney’s stance, attributing it partly to the concerns raised by him and other MPs.

Carney is concluding his international trip with a visit to Japan before returning to Canada. The developments surrounding Canada’s stance on the Middle East conflict continue to garner attention and scrutiny from various political factions.
